2nd UTRC meeting held at District Court  Complex Anantnag

ANANTNAG, APRIL 19: The second quarterly meeting of the Undertrial Review Committee (UTRC) was  convened today at the District Court Complex, Anantnag under the chairmanship of Tahir Khurshid Raina, Chairman, District Legal Services Authority (DLSA) Anantnag/ Principal District & Sessions Judge, Anantnag.

The meeting witnessed the participation of ex-officio UTRC members including Deputy Commissioner Anantnag, Dr. Syeed Fakhruddin Hamid; Senior Superintendent of Police Anantnag, Dr. G.V. Sandeep Chakraborty; Superintendent of Police Hqrs 

Anantnag, Sajad Ahmad; Superintendent District Jail, In-charge Subsidiary Jail, Public Prosecutor, Chief Medical Officer Anantnag, Chief LADC along with two Deputy Legal Aid Defense Counsels (LADCs).

The meeting, coordinated by Fozia Paul, Secretary, DLSA Anantnag, was convened in accordance with the directives of the Hon’ble Supreme 

Court of India and the guidelines issued by the National Legal Services Authority 

(NALSA), with the objective of reviewing cases of undertrial prisoners falling within the defined 16 categories of eligible inmates.

Following a detailed examination, four undertrial prisoners were identified as eligible for legal intervention and release under the prescribed framework. 

The Committee undertook a comprehensive case-by-case review, assessing aspects such as duration of detention, bail eligibility, legal provisions, and availability of sureties. Pursuant to these deliberations, directions were issued to the concerned authorities for expeditious action in the identified cases.

The Chairman DLSA Anantnag underscored the importance of the UTRC as a vital constitutional mechanism aimed at safeguarding the rights of undertrial prisoners. He emphasized that the Committee’s work transcends procedural formality and embodies a commitment to justice and human dignity.

Additionally, the meeting addressed various concerns pertaining to the  conditions and challenges faced by inmates in the District and Subsidiary Jails. These issues were discussed in detail with the respective stakeholders, and  appropriate measures for their redressal were proposed.
