Yasha Mudgal reviews dev initiatives of Cooperative sector in J&K

JAMMU SEPTEMBER 05: Commissioner Secretary Cooperative, Yasha Mudgal chaired a meeting with senior officers of Cooperative Department at Civil Secretariat Jammu to review  different initiatives of cooperative sector.

Registrar, Co-operative Societies, Mohammad Akbar Wani; Additional RCS, Jammu/Kashmir; Director, Finance, Co-op Department besides, other senior officers and officials attended the meeting in person and virtually.

Threadbare discussions were held on various issues pertaining to Co-operative Deparment. Registrar Co-operative Societies J&K briefed the chair about the various initiatives carried out in the Co-operative sector. 

The meeting informed that the Cooperative Department is registering Cooperative Societies and Cooperatives on-line through a portal developed by NIC. Recently, a tab was included in the portal for registration of FPOs, PACS and Multi Level Cooperative Societies. It was desired that another tab may be included for the registration of Farmer Interest Groups as well. 

Jan swachatta abhiyaan Village is being launched in September 2023. Deputy Registrars were asked to ensure participation of Cooperative societies/ cooperatives in the swachatta campaign. Targets of holding awareness camps and training as per deliverables assigned to the Cooperative Department by the Administrative Council shall have to be attained during the campaign.

Action Plan for Tribal Cooperatives has to be got prepared through Tribal Affairs Department as envisaged in the deliverables for the FY 2023-24 on priority.

Guidelines for applying for petrol pumps and LPG outlets have been revised and conveyed by GoI. The Cooperative Societies/ cooperatives having suitable land need to be encouraged to fill in application forms to avail benefit of the scheme.

Preparation of developmental plan for the FY 2024-25 shall commence at grass-root level in the month of September. It has to be ensured that the Cooperative Plan is embedded in the Panchayat Plan which will subsequently form the part of District Plan.

Initiative of having one PACS in every Panchayat has to be taken up vigorously and ensured by January 2023. Registration of new PACS in uncovered Panchayats and splitting of existing PACS having coverage over more than one Panchayat need to be carried out simultaneously.

There is need for Jammu Division to expedite the progress of tendering capex works and their allotment as the progress is slow compared to the progress in Kashmir Division. 

DPR for setting up of two Bamboo units which has been submitted one from each Division to the Registrar Cooperative Societies shall be forwarded to the Agriculture Production Department for getting these sanctioned/ funded under Mission for Integrated Development of Horticulture (MIDH).

Statistics with regard to the contribution of Cooperative Sector to the GDP of J&K during the FY 2023-24 shall be collected on a regular basis, compiled and submitted to the Cooperative Department by 10th April 2024.

Portal of cooperative super bazaars has been developed recently for popularizing products sold by cooperatives and also manufactured by cooperatives. Final check of the portal shall be done and its e-launching carried out during the “brashtachaar mukt abhiyaan”.
