Deputy Commissioner, Leh listens to grievances of locals, assures time-bound redressal

Leh, 13 Sept. 2023:  On the third day of his visit to the Maan region, Deputy Commissioner, Leh addressed various issues and interacted with local communities to understand their needs and concerns.

At Maan, people highlighted issues related to Jal Jeevan Mission (JJM) work and requested advanced provisions to ensure that JJM taps remain functional even during the winter months. Also, the community demanded relief from wildlife restrictions and assistance in obtaining bank loans.

Recognizing the region’s dependence on livestock rearing, DC was urged to establish an Animal Husbandry Center. Concerns were raised about the non-functional state of the LREDA Solar Power Plant, as the promised solar panels had not been provided.

The community stressed the need for improved tele-connectivity, urging it to be made a priority.

Councillor requested the delimitation of Panchayat Halqa Mann Pangong A and B, along with the extension of Abadi Deh. He also urged the DC to follow up with relevant departments and agencies for the provision of mobile towers.

Similarly, the need for allotment of land to families not covered in the previous allocation was discussed, given the increase in households since the last allotment.

At Spangmik, public representatives raised issues related to land allotment post-demolition including the identification of land at the shooting point for allotment. The local residents urged the early rationalization of the wildlife sanctuary to facilitate their access to various government schemes. Concerns were also raised regarding the provision of toilets at the popular tourist spot of 3 Idiots Point.

At Phobrang Yurgo, there was a demand for the bifurcation of Phobrang revenue villages, including Phobrang, Lukung, Yourgo, Mann, Merak, Khaktet, and Spangmik. The demand for the installation of 4G mobile towers, which have already been sanctioned, was raised, with a request for the DC’s intervention to expedite the process.

DC was asked to facilitate recognition for an unsung hero of the 1962 Indo-China war, a local resident who is still alive.

Besides, issues related to the unavailability of a bank and a reliable mobile network were discussed. The community sought permission for tourists to access the Hot Spring and requested subsidy schemes for homestay construction.

Deputy Commissioner noted that after the formation of the Union Territory, the Government of India has given special focus to the development of the Changthang region, aiming to resolve major issues like 24×7 power supply, drinking water, and telecommunication facilities on a fast-track basis.

At Durbuk, a dedicated mobile banking facility was requested for the Durbuk region until a permanent bank is established. Efforts to streamline waste segregation centers, provision of funds for an ice hockey rink and the repair of the existing rink for the upcoming winter season was highlighted.

DC visited the Pangong Crafts Centre women’s cooperative and expressed appreciation for their work. He assured support for procuring additional spinning equipment to benefit more women.

DC also visited the Health and Wellness Sub Centre Phobrang and took stock of the facilities available. He interacted with Amchis to discuss promoting medicinal plants and Amchi practice.

At Shachukul, a wide range of demands included the provision of a mobile tower, funds for a multipurpose hall, road macadamization, support for youth in sports, solarized streetlights, and construction of an irrigation canal were highlighted.

Further, DC interacted with children, principals, and staff at Middle School Shachukul. Issues like staff shortages, e-learning, infrastructure improvement, and land allotment were discussed.

DC emphasized that the administration would prioritize the education sector and provide necessary support for modern teaching and learning methods.

Furthermore, at Tharuk village, demands such as maintenance of electric poles and wiring, permanent pucca bridge, water tanker supply in winter season, adequate number of teachers among others were highlighted.

Lastly, women association of Tharuk demanded a centre equipped with handloom machines, Gynecologists, and requested to participate in the Dilli Haat Exhibition in winter.
