DODA, September 21: To review the performance of the Banks and other Financial Institutions in the furtherance of different Government initiatives and sponsored schemes, District Level Review Committee-District Consultative Committee (DLRC/DCC) meeting was held today here in the Meeting Hall of the DC Office Complex. The meeting was chaired by District Development Commissioner (DDC), Vishesh Mahajan. He also distributed loan sanction letters under PMEGP and other Self-Employment schemes among unemployed youth to enable them to earn their livelihood with dignity and create employment opportunities for others also.
Banks submitted the list of Non Performing Assets (NPAs) before the chair and sought help from the District Administration for recovery. The DDC directed the banks to resubmit the list along with the details of pending amount/liability against each NPA and other details for initiating proceedings under the Land Revenue Act and other relevant rules.
The DDC urged the banks and the government agencies to focus on the Priority sectors, especially in the Agro and Allied activities, to utilise the natural resources in achieving sustainable livelihood for the district. He urged the banks to promote the schemes, especially loans and subsidies, under the Renewable Energy sector. He asked to motivate the beneficiaries under Housing Loan to also take subsidised loans for Solar units/ Renewable energy units.
The house also advocated for lowering the interest rate on educational loans for the benefit of the student community.
He stressed for motivating the unemployed youth for agro based ventures, start-ups, including processing of the local agro products.
The Committee Chairman (DDC) urged the banks and sponsoring agencies to coordinate and hold monthly meetings to encourage and extend hand holding to the applicants under self-employment schemes for creating maximum livelihood generation opportunities for them. He advocated for offering special handholding to the innovative entrepreneurs of the district. The DDC asked banks to promote the education loan schemes and proliferate the Vidya Lakshmi portal.
The meeting was informed that under the directions of previous DLRC, new JK Bank branches have been opened at Dali-Udhyanpur and Chilli-Pain, while the new JK Bank branch at Chiralla, has been recommended. It was instructed that a mega disbursement mela for all the self-employment schemes shall be held on 7th of October in the district headquarters at DC office.
During the meeting DDC held threadbare discussion with regard to the lending in priority, non priority, agro sector, number of cases sponsored by the intending departments, the cases sanctioned, cases disbursed, and cases pending for disbursement.
Besides, the committee also reviewed the implementation of Mumkin, Tejaswani, PMEGP, MUDRA, NULM schemes and progress of ADHAAR linking and Mobile seeding.
The Deputy Commissioner took sector wise and branch wise performance reviews of the Banks in the implementation of different Government initiatives with respect to employment generation, etc.
Disbursement of pending cases of loan in Agro, Handloom, and other allied sectors were also reviewed by the Chairman DLRC, and banks were asked to focus on lending in priority sectors including Education and Agro based sectors.
The Committee decided to launch a special campaign from 1st of October to 15th of October for the cent-percent saturation of PMJJBY, PMSBY, APY, and other social security schemes.
Regarding the establishment of R-SETI, it was informed that suitable land has been allotted and work on the construction of R-SETI shall start soon. The R-SETI has been instructed to impart training to the unemployed people on cultivation of Lavender, Horticulture, Agriculture, Agriculture, Processing of Agriculture Products, etc.
The Director R-SETI informed that the institute shall hold special 10-day training for the agro sector industry in the coming days.
The meeting was attended by Additional District Development Commissioner Doda Pran Singh, Chief Planning Officer, Suresh Kumar, Dy Director Employment Idrees Lone, LDM Parveen Kumar, DD NABARD, LDO RBI, CAHO, CAO, DSHO, Zonal Officer JK Bank, District Manager KVIB, representatives of Private Commercial Banks, and other officers/representatives of various departments.
