DLSA, Kulgam conducts 1st UTRC meeting
KULGAM, OCTOBER 05: The District Legal Services Authority (DLSA) Kulgam today convened an Under -Trial Review Committee (UTRC) meeting in adherence to the directives issued by the National Legal Services Authority (NLSA) and J&K Legal Services Authority (J&K LSA).
This meeting serves as the inaugural event for the campaign launched by the National Legal Services Authority.
The meeting held at District Court Kulgam was aimed to address the issues surrounding under-trial prisoners and expedite the process of releasing eligible persons who have undergone a lengthy waiting period without trial, with the primary goal of ensuring swift justice and promoting a fair judicial system.
The meeting was headed by Parvaiz Iqbal (Additional District & Sessions Judge) incharge Principal District & Sessions Judge Kulgam and was attended by Additional Deputy Commissioner Kulgam, Vikar Ahmed Giri; Secretary DLSA Kulgam, Tabassum Qadir Parray; Additional Superintendent Police, Shabir Ahmad Khan; Dy.Superintendent of Police Kulgam, G. M. Bhat; Additional Public Prosecuting officer, Zai-ul Rahman; Superintendent of Jail Anantnag Incharge Officer Subsidiary Jail; Dy. LADC and Asst. LADC Kulgam.
The committee reviewed the cases of the Under-trial Prisoners lodged in different jails across the district as per the guidelines of the Hon’ble Supreme Court and NALSA SOP.
The focus was particularly on under trial prisoners who have spent a substantial duration behind bars without trial due to various reasons, such as administrative backlog, lack of legal representation, or inadequate documentation.
The main aim was the release of under-trial prisoners who meet certain eligibility criteria.
This initiative reflects the commitment of NLSA and its affiliated agencies to uphold the principles of justice, equality, and human rights.
Speaking at the meeting Incharge Chairman & Secretary DLSA Kulgam, expressed their appreciation for all the stakeholders for their proactive participation in addressing the concerns related to under trial prisoners. They emphasized the importance of expediting the judicial process to ensure justice is served and the rights of the under trial prisoners are safeguarded.
Under this significant campaign, DLSA Kulgam will continue to conduct regular UTRC meetings, reviewing pending cases, and initiating appropriate measures to expedite the legal proceedings for eligible under-trial prisoners. The sustained efforts of all stakeholders involved are expected to result in a fairer and more efficient judicial system.
