GLR to CS: Pending salaries, HRM & supply of Ration worrying Displaced Community

JAMMU January 30 : Former MLC & JK UT spokesperson of BJP Girdhari Lal Raina called on Chief Secretary Dr. Arun Mehta in his office and raised several issues confronting the Displaced Community. He asked CS to look into the sufferings of government employees who are without salaries for several months now. These government employees without salaries since October 2022, he said.  Most of employees have been forced to be without salary even during important festivals. Let these employees celebrate festival of MahaShivratri with honour and self-respect with their families including children, Raina asserted.

Salary of some of these employees has not been paid only due to different yardsticks adopted by DDOs with respect to verification of employees record uploaded on JKHRM portal. Several employees, mostly on the verge of retirement find it difficult to procure the first appointment orders which according to varied understanding of the DDOs.

In those days that is 25-30 years ago, the orders were mostly issued in groups and pasted on notice boards. Individual copies to employees were not delivered. Government orders from the Civil Secretariat were sent to District officers who would further issue the orders to concerned appointees. Most of these employees do possess the orders issued by District officers of their respective departments; Raina told Chief Secretary.

Non-payment of salaries is affecting their family life as a government employee has no other source of income, Raina added. Ex-MLC asserted that Employees drawing salary at resident commissioner’s office at 5 Prithvi Raj Road New Delhi in particular are complaining about non-payment of salaries.

Former MLC asked Chief Secretary to ensure smooth supply of ration to the eligible families of the Dispalced Community as there is some confusion about it after Ration under Garib Kalyan Yojna has been stopped.

BJP spokesperson also highlighted the issue of PM Package employees who have joined their duties in Kashmir but are still without salaries. Employees of funds organization are also suffering, he added. Former MLC also raised the issue of candidates selected under PMs Package but are yet to be issued appointment orders allowing them to join their respective departments.
