Cohesive, collective brainstorming among govt depts key to empower common man: Andhra CM
Amaravati, Feb 11 (PTI) Andhra Pradesh Chief Minister N Chandrababu Naidu on Tuesday said here that a cohesive and collective brainstorming among all government departments is crucial to empower the common man.
Addressing a meeting of ministers and secretaries at the Secretariat in Amaravati, the Chief Minister underscored that effective coordination, integration and execution is the government’s responsibility.
“I can say it is a brainstorming session for reorienting ourselves. We organised the meeting to get clarity on what we should do,” he said.
Outlining the state’s challenges, the Chief Minister alleged that nearly 90 centrally sponsored schemes had become non-functional due to mismanagement and funds diversions in the erstwhile YSRCP government.
The government is now prioritizing the optimal implementation of central schemes and to ensure that right people are placed in key positions, he said.
Stressing on the long-term vision of Swarna Andhra 2047, which aligns with the national vision of Viksit Bharat 2047, Naidu said this strategy focuses on achieving a sustained growth rate of 15 percent.
Further, he stressed on the need to strengthen family welfare services, ensuring streetlights, roads, drainage, garbage collection and a circular economy model to build a healthier and wealthier society.
“Accelerating revenue growth, streamlining bureaucratic processes, and fostering a culture of innovation is the need of the hour,” he added.
Naidu directed officials to leverage the ‘first mover advantage’ to secure central funds under the newly announced Union Budget schemes.
The CM called upon all officials to rededicate themselves to the mission of building a prosperous and developed Andhra Pradesh, among other targets, including transforming the state to achieve a GSDP of USD 2.4 trillion.
Naidu also instructed officials to expedite the process of file clearance in the e-office system, emphasising the need for speed in government offices.
Calling on secretaries and departmental heads to find out where files are getting stuck and identify the reasons for delays, he said these hindrances should be promptly resolved.
CM said non-financial files should never be left pending and added that budget-related matters should be reviewed for swift clearance in case of financial files.
The Chief Minister highlighted that Andhra Pradesh has Rs 87,000 crore shortfall in GSDP compared to Telangana and stressed that declining purchasing power must be addressed.
He emphasized that a strategic approach is required to meet GSDP targets as economic growth is contingent upon achieving these goals.
Naidu also said a Vision Monitoring Unit (VMU) will be established at the state level and districts must prepare constituency-level plans.
He called upon the districts to identify key projects contributing to GSDP growth which will be tracked through a dedicated portal.
He also said department mapping with GSDP will be conducted, and a 15.76 percent overall growth rate has been set as the target.
Naidu directed officials to ensure quality service delivery, utilizing technological touchpoints and implementing QR codes to gauge people’s satisfaction especially for programmes such as pension distribution, anna canteens, paddy procurement, temple services, government hospital services and others.
Naidu further instructed officials to extend all government services through the recently launched whatsapp governance system called Mana Mithra which enables people to procure official documents via whatsapp messaging platform.
