Comm Secy visits Doda; reviews RDD schemes, inspects ongoing works, assets under SBM-G
Says deptt ensures prompt redress of public grievances through strict financial management, transparent online mechanism
DODA, September 22: Commissioner Secretary, Rural Development Department and Panchayati Raj, Mandeep Kaur, today visited Doda and reviewed progress on implementation of ongoing schemes of the department during an exclusive meeting.
She met with the District Development Council and had a detailed discussion on various development schemes besides taking stock of their issues.
DDC Councillors and BDC Chairpersons voiced their genuine issues and sought redressal of the same at the earliest. They raised various issues pertaining to liabilities under MGNREGA, left out genuine beneficiaries for PMAY-G and AWAS Plus houses, Human Resource status of the district including shortage of BDOs and JEs, enhancment in honorarium of GRSs, construction of BDC office buildings in blocks, UT Capex Budget, PMAY (G), MGNREGA, Swachh Bharat Mission (G), Capex Budget, and other local matters.
Commissioner Secretary said that the department is following strict financial management system with utmost transparency through online mechanisms and digital services. All the public grievances are being redressed in a swift and prompt manner extending much releif to common masses, she added.
While replying to certain complaints against some officials by the Councillors, she informed that the department has zero tolerance against corruption and corrupt officials. She made it clear that it is being ensured that detailed inquiry is conducted against any complaint of corruption or misappropriation with immediate disciplinary action against the erring official.
During the meeting, Mandeep Kaur said that about 500 new panchayat ghars have been sanctioned by the government. She added that the department will take stern action against poor performing districts and the blocks. She asked the officials to take the PRIs on board while taking up developmental activities in their jurisdiction.
She said that the Panchayati Raj Institution is in continuous evolution in the UT, and the government is committed towards strengthening the democracy at the grass-roots level.
Among others the meeting was attended by Chairman, District Development Council, Dhananter Singh Kotwal, Vice Chairperson DDC, Sangeeta Rani, BDC Chairpersons, DDC Councillors, Additional District Development Commissioner (CEO), Chief Planning Officer, Assistant Commissioner Development, Block Development Officers and other concerned officials.
Later, Commissioner Secretary along with District Development Commissioner, Vishesh Mahajan, reviewed implementation of RDD schemes in the district in another meeting held with the RDD officers. She discussed in detail the availability of block wise funds and their utilization, so far.
The meeting discussed in detail establishment of Amrit Sarovars, creation of Shila Phalakam, PD generation and time payment under MGNREGA, PMAY-G, AWAS Plus, UT Capex, ADHAAR seeding, construction of DDC and BDC offices, allotment of land to landless PMAY beneficiaries, ODF Plus, SBM, door to door waste collection, composite pits, 14th FC, District Capex budget, IWMP, UMEED and Human Resource status of RDD in the district.
Commissioner Secretary also inspected various ongoing works and assets created under different schemes and gave immediate directions to the RDD Officials to maintain the assets for their sustainable use in future also.
She appreciated the efforts of district administration and RDD Doda for meeting out the targets in time under each parameter, maintaining the quality and creating the assets for sustainable development of the district.
She instructed the officers to follow proper procedure while implementing the schemes on ground so that development works and disbursal of payments are not hampered on this account. She asked for consultation with all the BDCs, DDCs and PRIs for identification and execution of works in their respective areas.
She emphasized completion of approved works within stipulated time, ensuring high quality standards. She directed the officers for uploading details of completed works on the departmental portal for information of the concerned.
