Couple charge-sheeted for issuing fake diplomas of different trades

JAMMU, Nov. 02: Economic Offences Wing: Crime Branch Jammu produced 301 page preliminary charge-sheet in case FIR No. 11/2017 U/S 420,465,468,471,120-B RPC P/S Crime Branch Jammu agaisnt accused Husband-wife duo – 1) Gurbaksh Singh @ G.B Singh (MD-Kissan Institute of Technology, R.S Pura) S/o Late S. Sewa Singh R/o H.No. 64 W.No. 08 R.S.Pura Jammu A/P H.No.177 near Geeta Mandir Bakshi
Nagar Jammu and 2) Bharti Bhat (Principal KIT, R.S Pura) W/o Gurbaksh Singh D/o Jia Lal Bhat R/O H.No.177 near Geeta Mandir Bakshi Nagar Jammu for cheating students by providing them fake diploma certificates of Plumber, Electrician etc.

posing as Managing Director and Principal of Kisan Institute of Technology R.S. Pura, Jammu, knowingly that they were not authorized to conduct such examinations and issue diplomas for various NCVT and SCVT trades, which were further used by students for job in PHE Department as skilled workers.

Brief facts of the case are that a complainant titled Harpreet Singh & others V/S Executive Engineer PHE Department, Division Poonch, was received in Crime Branch Jammu from the Vigilance Commission J&K to the effect that some candidates having Plumber/Electrician diploma certificates from Kissan Institute of Technology R.S. Pura, Jammu were engaged by the Executive Engineer, PHE Poonch, as need based casual labourers but on verification of their diploma certificates through Directorate of Technical Education, it was found that these diploma certificates were fake. It was also revealed that permission/affiliation granted by the Directorate to the Kissan Institute of Technology, R.S. Pura, Jammu
an Industrial Training Institute (ITI) for running the courses under NCVT and SCVT was also kept in abeyance till further orders and the institute was not allowed to make any admissions in any of the trades from August, 2016. However, the institute in violation of the norms and the standing orders and in furtherance of a criminal conspiracy admitted the students and issued them fake diploma certificates, which were used by these candidates in order to secure Govt. job through fraudulent means.

On receipt of the complaint alongwith the verification report instant case was registered by Crime Branch Jammu under the relevant sections of law for indepth investigation. During the course of investigation, material evidence in the form of documentary record, FSL report was collected from concerned quarters besides statements of complainant/witnesses u/s 161 Cr.PC was recorded and also keeping in view the circumstantial evidence enumerated above, it has been found that the accused cheated the students by providing them fake Plumber/Electrician
diploma certificates /diplomas for NCVT trade and SCVT trades, knowingly that they were not authorized to conduct such exams and issue such diplomas. Offences U/S 420,465,468,471,120-B RPC has been proved against accused persons.

In the meantime EOW-CB Jammu also produced charge-sheet in another case FIR No. 68/2022 U/S 420, 465, 468, 471/RPC P/S Crime Branch Jammu for judicial determination.
