DDC Kupwara chairs meeting to formulate MGNREGA convergence plan for 2023-24

KUPWARA, February 21: The District Development Commissioner (DDC), Kupwara, Dr. Doifode Sagar Dattatray today convened a meeting of District officers of line departments, here, to formulate and finalize  the Convergence Plan under MGNREGA for financial year 2023-24 .

The DDC said that there is ample opportunity to strike a convergence between MGNREGA and other major programmes being implemented by different line departments without diluting their goals and objectives to redouble the benefits and quantity and quality of works and give minimum benefits to labour force of the district.

 The DDC while stressing on the need of convergence said for creation of durable assets maximum possible works shall be executed in convergence with NREGA in the financial year 2023-24 where excavation related works, labour oriented and plantation based works shall be executed under convergence. 

 The DDC directed to execute all IWMP works across Kupwara district under convergence with NREGA.

“In convergence with MGNREGA, IWMP can make good durable and constructive assets- No IWMP work shall be executed in district without convergence of MGNREGA” DDC said.

While reviewing the Forest department schemes, the DDC said that Forest department will carry 100 percent plantation works in convergence with NREGA.

“No department will do the earth excavation or earth work on its own except in convergence with MGNREGA and no department will spend money on earth works”, DDC said.

On the occasion, the DDC directed the Soil Conservation, Social forestry and other allied departments to prioritise implementation of convergence plans in all Government sponsored schemes so that targets are achieved in time with tangible results on the ground so that job card holders are benefited with these schemes. He directed the implementation agencies to redouble their efforts to ensure cent percent saturation of all the deliverables.

 In the meeting it was decided that  Youth service and sports department will identify the sites for playgrounds whose labour component will come from MGNREGA.

Similarly, Fisheries department was directed to identify the sites for construction of fish ponds and provide the fish seed.

In the meeting it was decided that Agriculture Department will  take up construction of  atleast two vegetable farms comprising 70 to 80 Kanals of land in convergence with NREGA at any suitable place. ACR Kupwara was directed to identify the suitable plots of land  for vegetable farms which has recently been freed from encroachments.

 Similarly, the DDC stressed for establishment of  lavander plantation nurseries and fodder farms under Convergence mode.

 It was given out that a farm for stray cattle will be constructed by Animal and Sheep husbandry department.

The DDC said that in every panchayat one Anganwadi centre under ADF(PRI) three Anganwadi centres under BDC grants and five anganwadi centres under DDC grants shall be constructed in convergence with NREGA. PO ICDS was asked to identify the land for Angan -wadi centres.  

The DDC directed to take up the Construction of  more water fronts under capex budget on suitable places.

He also directed officers of line departments to finalize the convergence plan within two days positively.

The Meeting was attended by ADC Kupwara, CPO Kupwara, ACD Kupwara, PO ICDS, PO IWDP, Chief Agriculture officer Kupwara, Chief Horticulture officer, DFO Kehmil, DFO soil conservation, District Youth Service and Sports officer, Dy. Director Sericulture deptt., Dy. Director Floriculture, A.D Fisheries and other officer of Line departments.
