District Development Council Kupwara discusses & finalizes Annual Action Plan under Capex Budget 2023-24
DDC Council, District Administration pledge to fight against drug abuse together
KUPWARA, May 13: In order to finalize the Annual action plan under Capex Budget 2023-24, the District Administration Kupwara today convened a meeting of District Development Council at Meeting Hall of DC office Complex, here.
The meeting was chaired by Chairman DD Council Kupwara, Irfan Sultan Panditpori and District Development Commissioner Kupwara, Dr.Doifode Sagar Dattatray and VC, DDC Haji Farooq Mir were present in the meeting.
The ADDC (CEO) Kupwara, Altaf Ahmad Khan; ADC Kupwara, Gh Nabi Bhat; President Municipal Committee Handwara, Masroor Ahmad Banday; DDC Members, BDC Chairpersons, JD Planning, District officers, sectoral officers and other concerned attended the meeting.
At the outset, the meeting was apprised about the sector wise achievements under Capex budget during last fiscal-2022-23. Physical and financial status of works under different sectors was also deliberated. Action Plan under Capex Budget 2023-24 was discussed, finalized and approved.
The meeting held threadbare discussion with regard to different developmental issues and various decisions were taken to further accelerate the developmental tempo in the district.
The Council received feedback from DDC, BDC Members and officers during the discourse of the meeting.
The chair was apprised that out of total available budget of Rs. 54927.76 lakh, Rs.44226.55 lakh were incurred on the execution of various developmental works under District CAPEX Budget during 2022-23 till March end constituting 80%.
The meeting reviewed sector wise progress of all departments including R&B, Education, Jal Shakti, PDD, General Service, and Social Service and received feedback from the officers one by one.
It was given out in the meeting that a total of 2446 different works were completed during the financial year 2022-23 and all works stands uploaded on e-compendium.
The meeting also reviewed the pace of progress under the RDD sector and was informed that 1276 works were completed which include 972 works under PRI grants, 147 under BDC grants and 157 under DDC grants.
The meeting also reviewed the pace of progress registered under JJM, power, Road connectivity, education, health and other sectors.
The meeting discussed the District CAPEX Budget 2023-24 and after thorough discussion Scheme Wise ceiling CAPEX Budget 2023-24 of District Kupwara was approved with a ceiling of Rs.13535.49 Lakhs for financial year 2023-24.
Scheme based budget for 2023-24 has 16 schemes including Minor irrigation, R and B, Elementary Education, Secondary Education, Youth Service and Sports, Health, Urban development, PHE, N.F.B, United grants, DDC grants, BDC grants, PRI Grants Aspiration Block Development Scheme, Simridh Seema Yojna.
For current year’s Capex Budget 3211 works have been identified and 2752 works targeted.
During the discourse of the meeting, the public representatives appreciated the work done by officers of District administration headed by Deputy Commissioner Dr. Doifode Sagar Dattatray. The Deputy Commissioner, on the occasion gave a timeline of 7th June for submission of estimation of all proposed works.
Addressing the council meeting, the Chairman District Development Council stressed upon the officers to work with added dedication, cooperation and ensure that all developmental works targeted for the current financial year shall be completed within the stipulated time.
The Vice Chairman DDC also spoke at the occasion. He appreciated the efforts of District Administration Kupwara led by Deputy Commissioner Kupwara. He said that governance has reached to the doorsteps of people through a three tier Panchayat system.
Addressing the meeting, the Deputy Commissioner thanked the DDC councilors and expressed his satisfaction for the overall performance of the departments in the district. He said that Kupwara district had a good capital expenditure last year.
He also directed all executing agencies and concerned officers to speed up the pace of work so that cent percent targets are achieved within the stipulated time frame.
Earlier, the DDC Members, BDC Chairpersons also spoke and projected developmental issues of their respective constituencies. They gave different suggestions for further improvement of various departments.
At the end, the DC administered a pledge to the Members of DDC Kupwara and officers of District administration Kupwara for war against drugs and substance abuse.
