DLSA Leh organizes refresher course for PLVs; Chief Justice Tashi Rabstan emphasizes legal aid in remote areas
LEH, March 22: In continuation of legal services activities in District Leh, DLSA, Leh organized One Day Refresher course for PLVs on “Basic Laws, their Function and Duties” in the Conference Hall of Deputy Commissioner, Leh on 22nd March 2025. Hon’ble Justice Tashi Rabstan, Chief Justice, High Court of J&K and Ladakh who is also Patron-in-Chief. Ladakh Legal Services Authority was Chief Guest on the occasion and Hon’ble Justice Sanjeev Kumar Judge, High Court of J&K and Ladakh and Executive Chairman Ladakh Legal Services Authority and Dr. Pawan Kotwal IAS, Chief Secretary UT Ladakh was also present on the occasion.



On his arrival, the Chief Guest was accorded ceremonial guard of honour.
Manoj Parihar, Member Secretary, Ladakh Legal Services Authority in his welcome address gave an overview of the programme and welcomed all the dignitaries. In his address Dr. Pawan Kotwal Chief Secretary UT Ladakh announced the provisions of Legal Aid Vehicles to facilitate the PLVs to travel to far off villages and Provide legal services to the people this initiative aims to enhance the mobility and reach of PLVs enabling them to serve the rural population.
In his special address Hon’ble Justice Sanjeev Kumar appreciated the skill development training for PLVs and advised the participants to utilize the training to the best of their abilities. He emphasized the importance of PLVs in promoting legal awareness and providing legal aid to the marginalized sections of society.
Justice Tashi Rabstan in his inaugural address emphasized on the crucial role of PLVs in the legal field, particularly in remote villages of Ladakh. He stressed on the importance of resolving issues without resorting to Court procedures which can be lengthy and cumbersome. He also directed the DLSA and LLSA to increase the number of PLVs in every village ensuring that legal assistance reaches every doorstep. His Lordship also appreciated the efforts of UT Administration in rendering cooperation to the judiciary in every field whenever needed.
Present on the occasion were Dr. S. D Singh Jamwal, IPS DGP UT Ladakh, Shri. M.K Sharma Principal Secretary to Hon’ble Chief Justice High Court of J&K and Ladakh , S.K Baghat Adm. Secretary Department of Law and Justice, Manoj Parihar Member Secretary LLSA, Miss Spalzes Angmo Principal District and Sessions Judge Kargil and Judicial officers of Leh and kargil, Santosh Sukhdev DC Leh, Miss Shruti Arora SSP Leh, Nawang Norboo Sr. Prosecuting officer and other prosecutors, Mohd Shafi Lassu President Bar Association Leh and members of the bar, Nema Stanzin DCLADC and other defense Counsels, Staff members and PLVs.
The resource persons for the technical sessions were Tsering Phuntsog Sr. PO, Sr. Advocate Gonbo Stobgyal and Miss Jamyang Dolkar Panel Lawyer who covered the various aspects of basic civil and criminal laws and functions and duties of PLVs.
During the programme the Chief justice and other dignitaries released the second edition of annual magazine of LLSA for the year 2024-2025 and also flagged off four legal Aid Mobile vans two each for District Leh and Kargil.
The event concluded with vote of thanks by Lakshay Badyal Munsiff/Chairman TLSC Nobra. The proceedings were conducted by Ms. Phuntsog Angmo, Secretary, DLSA, Leh.
