General training organised for employees of Education Dept. regarding Election 2024

Leh, April 20, 2024: Given the forthcoming General Election 2024, general training for the education department employees was organised at SSK, Leh on April 20.

The training session was provided by Senior Lecturer in the Education Department, Rigzin Namgyail and the Senior Librarian, Libraries and Research Department, LobzangGura Susheel.

The training began by giving an overview of the duties that included an in-depth knowledge of the laws, regulations and guidelines set by the Election Commission of India. The training also covered the proper understanding of EVM/VVPAT and instructions on how to apply for postal ballot EDC if required.

The training covered the roles and responsibilities of the polling staff, including the presiding officer who has overall control of the polling station.

The duties of the three polling officers at a polling station are as follows: The first polling officer will verify the identity of voters and mark their left-hand finger with indelible ink.

The second polling officer will maintain the register of voters by issuing them a voter slip through Form 17B. Lastly, the third polling officer will be responsible for operating and managing the control unit of the Electronic Voting Machine (EVM).

During the training, it was emphasized that polling stations must be approved by the ECI. It was informed that any polling that takes place at a location that is not approved by the ECI will be deemed invalid. Along with the electoral roll, an Absent, Shifted, and Dead (ASD) list will be provided on poll day, and the training also covered activities that will be carried out on that day.

During the training session, there was a briefing on how to conduct a mock poll, which is scheduled to start 90 minutes before the actual poll. The training covered topics such as the sealing of the control unit, setting up of the EVM and VVPAT, and special situations that may arise during the voting process, such as voting by blind or infirm voters.

In the end, it was emphasised that the poll should close at the appointed time, even if the start of the poll is delayed.
