HPM Deptt organises outreach programme on Warehousing Registration, integration of CA Stores with e-NAM at Jammu

JAMMU, AUGUST 28: Department of Horticulture, Planning and Marketing (HPM), J&K today organised an outreach programme on Warehousing Registration and integration of CA Stores with e-NAM in collaboration with Warehousing Development and Regulatory Authority (WDRA)  here.

The programme was held under the guidance of Principal Secretary, Agriculture Production Department, Shailendra Kumar.

Speaking on the occasion, Member, WDRA, Arun Kumar Shrivastava informed that WDRA was constituted in 2010 under the Warehousing (Development and Regulation) Act, 2007. He added this Statutory Authority consists of a chairperson and two members appointed by the Government of India.

He further said that the mission of WDRA is to regulate and ensure implementation of the provisions of the Act for the development and regulation of warehouses, regulations of negotiability of warehouse receipts and promote orderly growth of the warehousing business in the country. He explained the advantages of accreditation/registration of warehouses and emphasized that the WDRA registered warehouse shall act as a vibrant tool of trade and loan.

In his welcome address, Director Horticulture Planning and Marketing, Vikas Sharma said that this meet was organized with the twin objectives of raising awareness for registration of warehouses under Warehousing (Development & Regulation) Act and bringing CA Stores in the fold of e-NAM for giving maximum returns to the farmers for their produce.

He highlighted that J&K has got 11 mandis integrated on eNAM and six more mandis have been approved by the Government of India on e-NAM platform. He added that the department is keen to facilitate the registration of CA stores in J&K with WDRA, paving way for their integration on e-NAM Portal and  department has recently provided for declaration of CA stores as sub-yards of Mandis for carrying out e-NAM Trade to facilitate the farmers to reap maximum returns for their produce, he informed.

Under Secretary, WDRA, H.K. Dabas, and AD, WDRA,  B.P. Yadav also gave presentations on Warehousing Act/ Rules and detailed the registration process on the occasion.

Discussions were also held by WDRA with SKUAST Jammu/ Kashmir representatives for entering into a Memorandum of Understanding (MoU) for creating awareness through programs for Farmers, Traders, Millers, Warehousemen/Warehouse Managers, Assayers / Traders etc regarding the provisions of W(D&R) Act, e-NWR, Scientific storage practices, assaying procedures, among others.

The eNAM and SFAC teams made the participants aware of the procedure for integration of warehouses and CA Stores on eNAM and welcomed the initiative of the Horticulture (P&M) Department and WDRA in this regard.

MD, J&K Agro Corporation, Director Agriculture Jammu, various stakeholders including Deputy Directors, AO, AMOs, AGMOs and GMIs of Horticulture(P&) Department, officers from DMI, NABARD, Department of Food, Civil Supplies and Consumer Affairs, FCI, Industries and Commerce, SIDCO, SICOP, various banks, President CA Stores Association Kashmir,  various CA store owners, owners of Warehouses, FPOs also attended the event.
