JKSAC deputation calls on Koul, submits memorandum
A deputation of Jammu Kashmir Sharnarthi Action Committee (JKSAC), under the leadership of its President S. Gurdev Singh, called on Ashok Koul, General Secretary (Organization) Jammu and Kashmir BJP, at party headquarter, Trikuta Nagar, Jammu, and submitted a memorandum containing their grievances/demands and sought help in solving the same.
Through the memorandum, the deputation mentioned that the problems being faced by the Displaced Persons (DPs) of 1947 from Pakistan occupied Jammu and Kashmir (PoJK) even after a lapse of 70 years have not been redressed. They informed that after migration in 1947, the DP’s were placed in different camps at Nagrota and other parts of Jammu region. After remaining in camps for three years, their dispersal was made by the government during 1950-1951 and were resettled in different colonies as per the availability of state/evacuee land in the most haphazard manner. With the passage of time the DP’s slowly raised pucca structures for their personal dwelling on the land under their possession in the colonies, which have already been regularized.
They further said that it is a hard fact that the government conferred proprietary rights to DP’s on state land through govt. order 254-C of 1965 as well as occupancy tenancy rights granted to DP’s over allotted Evacuee lands vide Section 3-A of the Agrarian Form Act of 1976. That both kinds of lands under the personal dwelling of DP’s in most of the regularized DP colonies have not been mutated in their name by the revenue authorities so far even in the presence of above said orders. The DPs are facing a lot of problems while obtaining loans from the banks to raise/extend the pucca structures as per their needs and other various purposes, as the said lands under their dwelling cannot be mortgaged to the banks or other financial institution in the absence of mutations.
They charged the concerned revenue authorities of quite indifferent and not co-operative approach towards them as and when they are approached for mutation of the said land in their names despite of directions passed by Divisional Commissioner vide his communication no. 402/DP/1947/Gurdev/7961-68 dated 29-9-2017. The respective SDM/Tehsildar have not implemented the directions in absence of Govt. Order and the ownership rights of such lands under DPs dwelling are still in the names of Evacuees, who were the original owner of the land prior to 1947.
As such, they demanded for passing the directions/orders to all the Deputy Commissioners concerned revenue authorities through the Divisional Commissioner of Jammu region to mutate the said land under their dwelling under the existing orders as and when the authorities are approached.
Ashok Koul gave patient hearing to what was narrated to him by the deputation and assured to take up their grievances at the appropriate platform.

Pura Member Hem Raj Sharma, Joint Secretary Sub District R.S. Pura Rajdev Singh and Member working Committee Pawan Kumar.
