KULGAM, May 11, 2023: JKPCC Working President Raman Bhalla today visited K P Colony Vessu to listen to their grievances as former Minister was appealed to visit their colony. On the occasion, inhabitants of the colony submitted memorandum of demands apprising JKPCC Working President of various issues including inadequate accommodation, promotion and inter-district transfer of employees appointed under PM’s Package besides establishment of KV School for their wards.
Speaking on the occasion, Bhalla appealed Govt to have a sympathetic look at the demands of KPs which are very genuine and real need of All PM Package employees. He said this package which was announced in 2008 by then Prime Minister Dr Manmohan Singh, it was given to all migrants employees with an aspiration that the displaced community will gain confidence and will go back to their respective homes which they left undesirably. Almost 13 years have passed, the community has not developed confidence rather they are living a traumatic life which is very unfortunate.
Bhalla said that previous govt had announced 512 flats (2BHK) flats here at Vessu camp, it was decided that the project will be completed in two phases .First phase will comprise of 208 flats and the second one will be having 304 flats, the land which was the requisite for the said project was around 180 Kanals but almost 8 years have passed unfortunately the first phase of this great project has not been completed yet which is surprising rather shocking for all of us. He appealed Govt to look at this matter with priority as KPs are living in fabricated huts for last 13 years now.
Bhalla further said PM package employees are facing lot of issues like security concerns, transfers, salary issues, promotions etc but all the time they have to rush to higher authorities which becomes cumbersome always as it is very difficult to get appointments all the time with higher ups . He demanded a nodal officer at each district should be appointed so that their grievances can be heard and thus solved.
Bhalla said that recent target killing scenario of minorities in the valley PM Package employees are totally aggrieved and unsure about their safety and security . Last year the valley witnessed assignations of lot of minorities including PM Package employees out of fear all employees had apprehensions of their killings also so all PM package employees decided not to go their respective offices for some time as Government was also reluctant in forcing them to resume their duties. As a result of which all employees had undergone many leaves in their service records . He demanded to treat those forced leaves as distress leaves or some special leaves and help these employees to get redemption of this inner striving unrest in their minds and hearts.
Bhalla expressed shock that only eight employees are offering services in health department when the colony comprises of 1200 souls who are not able to get benefits from the department . He demanded to deploy these employees in the Colony premises itself so that health facilities in such crucial time can be availed here. He also demanded a testing laboratory/dental lab here so that the employees should not be forced to go out for tests or treatments respectively.
Bhalla observed that one of the biggest problem that this colony is facing is that there are around 200 kids in the colony but unfortunately these kids have not a small space to play or roam around. He said despite bringing the same into kind notice of higher authorities by KPs, nothing has been done in this regard . He said each and every parent in this planet wants their kids to be healthy and active but parents here are unable to give their kids such facilities .He demanded Govt to arrange a park or a field where their kids can go and play.Bhalla said that there are around 470 families and lot of ladies are without jobs and suggested govt to open an Anganwadi center here inside the colony premises so that theirr little kids can be benefitted and also their ladies will also get attached to a noble cause.Bhalla appealed LG Manoj Sinha to kindly pay a personal visit to KPs colony to have first hand appraisal of their genuine grievances.
