Lungnak Block of Zanskar Achieves “Har Ghar Nal Se Jal” Status, A Landmark Achievement in Ladakh

Apex Committee of JJM decides setting up of Independent Water Quality Commissionerate, WASH PMU and approving O&M policy of JJM

Leh, July 24: The Lungnak Block in Zanskar sub-division, Kargil district, has accomplished a significant milestone by becoming the first block in Ladakh to ensure “Har Ghar Nal Se Jal” (tap water supply) under the Jal Jeevan Mission (JJM) scheme for every household. This remarkable achievement covers 405 households across seven villages – Cha, Shunshady, Itchar, Pipcha, Raru-Monay, Kargiak, and Testa. The news was announced during the Apex Committee meeting of JJM, presided over by Advisor Dr. Pawan Kotwal.

In his congratulatory remarks, Dr. Kotwal praised the PHE department, DCs, and stakeholders for their dedicated efforts, leading Ladakh’s journey from being initially lagging behind to achieving over 77% coverage under JJM. Ladakh now ranks 16th among States/UTs with over 75% coverage, a notable transformation despite facing significant challenges.

The meeting discussed the progress of various blocks, with Saspol & Thiksey in Leh and Drass & Bhimbat Drass in Kargil nearing 100% saturation, having already crossed 90% coverage. However, blocks such as Durbuk, Khaltsi, Kharu, Rupso Skurbachan in Leh, and Lotsum, Pashkum, Shargole, Kargil, and Sodh in Kargil district remain below 75% coverage. Turtuk Block presents the most challenging scenario, with less than 50% coverage.

To accelerate progress, Dr. Kotwal directed both DCs and PHE department engineers to aim for 100% coverage by or before August 15, 2023, and address any obstacles swiftly. Resolving community reservations and completing pending schemes were identified as key priorities. The Advisor emphasized public participation, with grievances addressed through a robust system that includes on-ground technical inspections and social audits.

The meeting approved the Operation and Maintenance Plan for JJM schemes, highlighting the crucial role of PRIs in ensuring sustainability. It was also decided to establish a new PMU named WASH (Water Sanitation & Hygiene) to handle JJM and SBM affairs as per GOI directions.

During the meeting, Advisor Dr. Pawan Kotwal was apprised that three laboratories in Ladakh have received NABL accreditation, while seven other labs are expected to receive the certification by September this year. Dr. Kotwal stressed the importance of fully utilizing the facilities in these accredited labs to ensure effective water quality testing.

Discussing the quality issue, Dr. Kotwal emphasized that meeting the prescribed parameters for water quality is essential, but it is equally vital that the appearance and overall feel of the water should instill confidence in the people. This ensures that not only the technical aspects but also the public perception of water quality is taken into account.

In line with the discussion, the proposal to establish an independent Water Quality Commissionarte was brought forward and discussed during the meeting, aiming to further enhance the monitoring and regulation of water quality standards in Ladakh.Dr. Kotwal instructed the RDD to revise soak-pit construction targets based on JJM households and directed the DC Leh to engage with BOP/BIPs to understand their water facility requirements.

During the meeting, the Committee extended a warm welcome to the newly joined private members who are eminent figures in the field of Water, Sanitation, and Hygiene (WASH). The new members include Stanzin Tsephel, Nominated Member and Director of BORDA, who brings valuable expertise in sustainable sanitation solutions.  Mohd Baqir, Nominated Member and part of the Kargil Development Project, brings his extensive experience in rural development initiatives. Lastly, Stanzin Dolma, Nominated Member of Health Inc, Ladakh, enriches the committee with her insights on public health aspects related to WASH.The addition of these esteemed private members is expected to enhance the Committee’s efforts in achieving the goals of the Jal Jeevan Mission and ensuring efficient water supply, sanitation, and hygiene facilities for the people of Ladakh.
