Rahul Sahai submits comprehensive memorandum to LG Manoj Sinha, outlining several key suggestions aimed at overall development of economy in UT
Sahai expressed its gratitude for the recent policies introduced by the administration , such as the policy on “Gair Mumkin Khads” and the reopening of the “NCSS Portal,” which have been positively received by the people of Jammu. These measures are expected to bring significant relief and contribute to the economic upliftment of the region.
In memorandum, Sahai emphasised the importance of timely action on the delivery of opening orders for “Gair Mumkin Khads” . He urged the administration to set clear timelines to ensure that the concerned authorities deliver the orders promptly, thereby improving the economic landscape of Jammu.
Rahul Sahai Chair PHDCCI Jammu also congratulated the Hon’ble Lieutenant Governor for the successful implementation of the ₹28,400 crore NCSS Package registrations , which has created a significant investment buzz in J&K. However, PHDCCI highlighted the need for an early announcement of the extension of the registration deadline for the NCSS Package, along with an enhanced budget of ₹75,000 crore to ₹1 lakh crore. He also recommended a 30% reservation for local domiciles in land allotment and the establishment of ancillary units, which would greatly benefit local industrialists who stands in thick and thin of the UT. Sahai praised about the working of Industries and Commerce department and said we are blessed to have a hardworking team under your able guidance & Leadership.
Addressing long-standing issues, Sahai suggested connecting the industrial revolution in Jammu with job creation for local residents by establishing a separate department within the Industry Department. This department would be responsible for linking upcoming industries with skill development institutes, ensuring that local youth are trained and employed within the region, thereby addressing the problem of outward migration and drug addiction among the youth.
Furthermore, Rahul Sahai Chair PHDCCI Jammu called for the renewal of pending expired lease deeds for prominent markets, such as Fruit Mandi and Sabzi Mandi, and the introduction of a policy for freehold rights in various markets, residential, and industrial areas. He also requested the Hon’ble Lieutenant Governor to visit Transport Nagar, Jammu and approve additional funds for its development, as the area is in urgent need of attention.
Sahai also raised concerns about the discontent among local domiciles, noting that most incentives under the NCSS 2021 package have been availed by outside business houses, leaving local industrialists with limited opportunities. The Chamber recommended reserving at least 30% of land in key industrial zones for local entrepreneurs and ensuring that existing land allotments are fulfilled promptly.
The memorandum also highlighted the delay in sanctioning new industry incentives under NCSS package , attributing the issue to administrative hurdles within the Industries & Commerce Department. PHDCCI urged the administration to address these challenges and ensure that promised incentives are delivered on time to support the new established and existing industry whose turnover incentives are long pending .
In conclusion, Sahai expressed its appreciation for the opportunity to present these suggestions and requested regular interactions with the Hon’ble Lieutenant Governor to discuss real-time issues and ensure the continued development of Jammu & Kashmir.
